EXECUTIVE BOARD OF THE CHURCH-SCHOOL COMMUNITY
1. The executive board of the church-school community is the executive body of the church-school community assembly that performs the duties of the church-school community based on the authority granted to it.
2. The executive board consists of:
- Parish priest.
- Chairman of the executive board;
- First vice-chairman of the executive board;
- Second vice-chairman of the executive board;
- Secretary;
- Treasurer;
- Accountant;
- A specified number of members, as provided by the regulations of the church-school community, i.e., the Addendum to the Uniform Rules and Regulations for Church-School Communities.
3. The term of office for members of the church-school community executive board lasts from one annual assembly to the next.

Executive Board of the Church-School Community
ARTICLE 39
Being on the Executive Board is a service and all are called to worthily represent Christ and the Orthodox faith before others in all aspects of life. Candidates for the Executive Board of the church-school community must be full members of the parish who regularly confess and receive communion in their parish church, and who live according to the precepts of faith and church canons. The number of years spent in membership, as a condition for election to the Executive Board, is determined by the regulations (Addendum). If there are multiple candidates for one position, the election will be conducted by secret ballot.
Candidates for the Executive Board are nominated by the Nominating Committee, elected at the previous annual assembly. The Nominating Committee consists of full members and the parish priest, at least three (3) and at most nine (9) members. The Nominating Committee meets three months before the annual assembly. A full parishioner who wishes to be on the Executive Board informs the Nominating Committee. The parish priest announces in the parish newsletter and in the church the names of the Nominating Committee so that potential candidates can contact them. Two weeks before the annual assembly, the Nominating Committee, with the consent of the parish priest, publishes the list of the Nominating Committee to full members. No one can be nominated for more than one (1) position. All full parishioners who are interested in being on the Executive Board meet with the priest who will explain to them the Rules and Regulations as well as the meaning of taking the oath. After the session closes, candidates must sign a statement acknowledging that they understand the Rules and Regulations they will respect as well as the oath taken.
ARTICLE 40
Upon election of the executive and supervisory boards of the church-school community, the parish priest will submit the list of newly elected members of the executive board and supervisory board to the diocesan authorities for approval. This list is signed by the parish priest, the presiding officer, and the secretary of the assembly. The former executive board is not relieved of duty until the new executive board is confirmed and takes the oath. Appeals against the election of the executive board, supervisory board, or individual members are submitted to the diocesan authorities within eight days of the election, through the parish priest. If the diocesan Bishop finds that the appeal is documented, he will withhold confirmation of the election and convene a session of the Diocesan Executive Board, and the affairs of the church-school community will be conducted by the old administration until the decision of the Diocesan Executive Board is made.
The diocesan Bishop may confirm newly elected members of the executive board and supervisory board whom he finds suitable for election and postpone confirmation of members against whom an appeal has been filed. Newly elected and confirmed members of the executive and supervisory boards take the prescribed oath in the parish church, before the parish priest and in the presence of the faithful, and at that moment are considered members of the bodies for which they were elected. A person who refuses to take the oath cannot be accepted for the position of member of the executive or supervisory board. When a vacancy occurs in the Executive Board, the position will be filled by the competent Bishop upon recommendation of the Executive Board and the parish priest, with the Bishop retaining the right to have the position filled at an extraordinary assembly.
ARTICLE 41
In the event that the diocesan council determines that the executive board of the church-school community is not performing its duties properly, in accordance with the teachings and regulations of the Church, the Diocesan Council may appoint a temporary commission that will perform the duties of the church-school community until the diocesan authorities establish that circumstances have normalized and a new executive board can be elected.
ARTICLE 42
The executive board is convened by the chairman once a month. In the event that diocesan authorities or a majority of board members request a meeting, the chairman of the executive board is obligated to convene a session of the executive board.
ARTICLE 43
The executive board may make valid decisions if a majority of members are present at the session, provided that the parish priest and the chairman of the executive board are present; or that they have reviewed the agenda and given their written consent for the session to be held in their absence. Decisions are made by majority vote. If votes are tied, the presiding officer’s vote decides.
ARTICLE 44
The Diocesan Executive Board may, at the request of the executive board of the church-school community, or ex officio, exclude from the executive board of the church-school community a member who neglects his duty and without justification does not participate in three consecutive sessions, or does not comply with decisions and orders of higher church authorities or obstructs their implementation.
ARTICLE 45
The executive board of the church-school community performs the following duties:
a) Announces the time and place of holding the annual or extraordinary assembly;
b) Properly maintains the list of parishioners in good standing;
c) Represents the interests of the Church in all circumstances;
d) Implements assembly decisions and orders of higher church authorities;
e) Proposes to the assembly in the budget the amount of salary for the priest;
f) Appoints and dismisses personnel of the church-school community and proposes to the assembly in the budget the amount of their salaries and ensures that salaries are paid on time;
g) Maintains and preserves the inventory of movable and immovable property in the archives of the church-school community;
h) Proposes funds for construction and repair of the church, school, parish hall and other buildings; submits plans and construction estimates for their improvement to the assembly for approval, and thereafter, submits them to diocesan authorities for approval;
i) Manages the property of the church-school community and meets all its needs;
j) Prepares the agenda for the assembly and takes care of all matters necessary for holding the assembly;
k) Compiles and proposes to the assembly the draft budget and annual financial reports for adoption and submits them to diocesan authorities for final approval;
l) Submits reports on its work to the assembly;
m) Ensures the realization of the church-school community budget;
n) Takes care of the church library;
o) Regularly supervises the condition, maintenance, order and cleanliness of church facilities;
p) Regularly pays prescribed assessments and other financial obligations to the diocese, in accordance with decisions of the Church Assembly and diocesan authorities.
ARTICLE 46
The executive board is obligated to strictly adhere in its work and in making decisions to the provisions of the Constitution, Uniform Rules and General Regulations, regulations of the church-school community-addendum, as well as all orders of diocesan authorities.
ARTICLE 47
In addition to the priest, the chairman of the executive board of the church-school community is its legal representative before civil and church authorities. He convenes the executive board for sessions, opens and closes them, puts matters up for discussion, brings them to a vote and announces conclusions and decisions. He ensures that peace and order prevail at the session and that all members strictly adhere to the agenda. He is the legal keeper of the seal of the church-school community.
ARTICLE 48
When the chairman of the executive board is prevented from performing his duties, he is replaced by the first vice-chairman.
The chairman of the executive board is, by position, delegate of the church-school community to the Church Assembly and to diocesan assemblies. When he is prevented from participating, he is replaced by the first vice-chairman. When the delegate or his substitute, the chairman or first vice-chairman cannot attend the Church Assembly or diocesan assembly, the executive board of the church-school community may appoint substitutes for them.
ARTICLE 49
The chairman and other members of the executive board and all members of the church-school community are obligated to protect the dignity and honor of the parish priest and cannot demand anything from him that would diminish his reputation.
ARTICLE 50
The secretary of the church-school community keeps minutes of executive board sessions. He conducts correspondence of the church-school community, which he signs together with the chairman. He maintains the business protocol of the church-school community and keeps the archives of the church-school community exclusively in the church office.
ARTICLE 51
The treasurer keeps a cash journal of expenses and income. He receives money from trustees and other persons and deposits it in the bank, pays allowances to the parish priest and other personnel, as well as bills. The treasurer submits financial reports to the executive board and assembly. He is responsible for paying all assessments to the diocese.
ARTICLE 52
The accountant maintains the list of full parishioners (members) of the church-school community, receives and records all their contributions and donations and all other income, issues receipts and hands over collected money to the treasurer. The treasurer and accountant must be bonded at the expense of the church-school community.
ARTICLE 53
The duties of trustees are to regularly attend all divine services and church ceremonies, to receive money from candles, collections and other sources, hand over received money to the accountant, and to take care of other needs related to the church and church ceremonies.
SUPERVISORY BOARD OF THE CHURCH-SCHOOL COMMUNITY
ARTICLE 54
The supervisory board consists of a chairman and two or more members elected by the annual assembly from people who have experience in professional financial operations or the community will engage a certified public accountant firm.
ARTICLE 55
The supervisory board meets once at the end of each year and reviews the entire financial operations of the church-school community and submits its report to the annual assembly.
ARTICLE 56
The supervisory board may conduct a review of the financial operations of the church-school community more frequently during the year, if the need arises, or if requested by the Diocesan Executive Board.
